This arch commemorates H.L. Russell, who served as the dean of the Wisconsin College of Agriculture from 1907 to 1930. Russell sponsored scholarships for University of the Philippines at Los Banos faculty members to travel to the United States for graduate studies. In appreciation, the arch was dedicated in his honor.
